The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of contrasting events captured the grim essence of the current period. By day, diplomatic battles are fought: positive announcements are issued from different nations. Immense energy is devoted on managing certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a ability provided through up-to-date information. From vantage locations, military aircraft that had been scrambled to engage hostile guided weapons roared overhead – modern combat jets delivered to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a incoming threat. This was a sophisticated defense system at work, presumably provided by allied countries. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into grim resignation: maybe the incoming missile won't cause damage this time, preventing destruction from devastation and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon engaged a drone somewhere nearby, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its target.

Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a need that regional partners are demonstrably unable to replace in the short term.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, continue.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. US administration functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unrealistic to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its benefit in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a entire defensive failure until situations evolve in its favour.

Present Conditions

Factually, there are no real preconditions for a truce. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a just a single week to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, latest revelations, all did their job.

While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
